Dare, as far as I can tell, RVW does not suggest using their common data format in any permanent way. In the abstract and usage section it describes taking new or gatewayed review information and putting it into a feed "thus allowing reviews to be automatically compiled from distributed sources." Using feeds, not links, indexes, or directories.
That's just a recent, well-stated example. Yes, people seriously think of syndicating non-time restricted microcontent only in feeds. You got the point exactly.

I'm not really sure what his point is supposed to be. Is anyone seriously thinking of syndicating [non-time restricted] content on the Web that only lives in the RSS feed but not on some website?
I don't seem to have gotten that impression from the RVW module which he links to, did you?
